(fig 1) without removing any parts, tighten the packing nut behind the handle One of my woodford 17 outside spigots was leaking from the top When i went to remove the old one it was totally gunked with mineral deposits Used vinegar and backing soda and a toothbrush and it loosened up enough to use channel locks to get it started. I had one where the diaphragm spun 180 and started leaking the same way Spun it back around and fixed.
To fix it, clean the minerals, replace the rubber parts, or change the vacuum breaker.
