It can be used in a variety of contexts, but it is most commonly associated with sexual encounters and romantic relationships. When i over plan my schedule, i can become very flustered in trying to get everything done completely and on time. With regards to sexual connotations, the only time i think flustered would be used is if someone said they were hot and flustered, which is similar to saying hot and bothered This however is slang/casual language rather than a truly descriptive term. If she's flustered, more than likely you make her feel unable to think or speak clearly, which is usually associated with someone liking/having a crush on somebody else. Your brain is still on the game and has to rapidly change gears to give an answer, but your brain takes a second to switch those gears, so for a second you go, “uh…” before you know what to say
That’s an example of what it means to be “flustered.” it doesn’t necessarily have a negative connotation.
