I have two play throughs going on atm, on my first one i found a handler echo by the highway in the upper area then on my second i found a different one in the zone after the sewers I then went to the location where i found the first (on my second character) and it wasnt spawned in. Truehere's how the system works In order to upgrade weapons and equipment you need to find the handler echoes They are on the map They do not drop from bosses
You can only find *one* echo in that tier Once you find it the game deletes the other copies Your first echo is from konrad and your second will be somewhere in this group There are 15 potential locations for echoes There is one in each of the area tiers below If you get one echo in the same tier, then the others are removed from the world
This is why people are finding echoes in different places The final echo requires the defeat of a certain boss I've put spoilers, so click at your own risk Someone in the discord said a handler echo can spawn in two locations and if you pick it up in one location, then the other location will just have regular items.
